            &lt;div class="clearfix text-formatted field field--name-body field--type-text-with-summary field--label-hidden field__item"&gt;&lt;p&gt;NOAA today released its &lt;em&gt;&lt;strong&gt;&lt;a href="https://oceanservice.noaa.gov/economy/" target="_blank" rel="noopener noreferrer"&gt;Blue Economy Strategic Plan&lt;/a&gt;&lt;/strong&gt;&lt;/em&gt; for 2021-2025, laying out a roadmap for new ways to advance America’s Blue Economy and enhance a &lt;a href="http://www.oecd.org/sti/inno/the-ocean-economy-in-2030-9789264251724-en.htm" target="_blank" rel="noopener noreferrer"&gt;global ocean economy&lt;/a&gt; expected to double in value to $3 trillion over the next decade.&lt;/p&gt;

&lt;p&gt;NOAA’s data, tools, and services that support coastal economies and their contribution to the national economy touch all aspects of American life. Approximately 127 million people, or 40% of the U.S. population, live in coastal counties. In 2018, the &lt;a href="https://www.noaa.gov/media-release/marine-economy-in-2018-grew-faster-than-us-overall" rel="noreferrer"&gt;American blue economy&lt;/a&gt; supported 2.3 million jobs and contributed approximately $373 billion to the nation’s gross domestic product through activities such as tourism and recreation, shipping and transportation, commercial and recreational fishing, power generation, research, and related goods and services. &lt;/p&gt;

&lt;p&gt;“By supporting the growth of the Blue Economy, we can help accelerate the nation’s economic recovery,” said retired Navy Rear Adm. Tim Gallaudet, Ph.D., assistant secretary of commerce for oceans and atmosphere, and deputy NOAA administrator. “This plan shows how NOAA can further the benefits of the Blue Economy for all Americans.”&lt;/p&gt;

&lt;p&gt;The Strategic Plan focuses on five sectors that NOAA will advance through agency-wide initiatives: marine transportation, ocean exploration, seafood competitiveness, tourism and recreation, and coastal resilience.&lt;/p&gt;

&lt;p&gt;“By marshalling NOAA’s in-house expertise and collaborating with partners across the country, we can foster American business, entrepreneurship, and education in service of a sustainable Blue Economy,” said Nicole LeBoeuf, acting assistant administrator of NOAA’s National Ocean Service. “Our ocean, coastal, and Great Lakes resources are critical to our security and well-being, and I’m proud of NOAA’s commitment to understand and maximize the potential of these national assets.”&lt;/p&gt;

&lt;p&gt;Every year in the U.S., fire departments respond to an estimated 210 home fires involving Christmas trees. Even though Christmas tree fires are infrequent, when they occur, they can be dangerous and costly. These fires cause an annual average of 6 civilian deaths, 16 civilian injuries, and $16.2 million in property damage. The good news is that by keeping your Christmas tree watered, you can enjoy the holidays with a beautiful and safer Christmas tree.&lt;br /&gt;
&lt;br /&gt;
The Fire Research Division at NIST conducted a series of fire experiments to demonstrate how a watered Christmas tree may be less of a fire hazard than a dry one. As shown in the video below, the Christmas tree that was maintained in a stand that was kept filled with water prior to testing (‘WATERED’, left side of Video 1) did not ignite when exposed to the same ignition source as the Christmas tree that was not watered (‘DRY’, right side of Video 1).  While every home is different, a slower growing fire can mean more time to react, escape, and call the fire department; this can reduce the damage done by the fire.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Christmas Tree Fire Safety Tips&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
The National Fire Protection Association (NFPA) suggests several steps that you can take to reduce the risk of a Christmas tree fire in your home.&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;Choose a healthy tree with fresh, green needles that do not fall off when touched.&lt;/li&gt;
	&lt;li&gt;Immediately before placing a tree in its stand, cut 5 cm (2 in.) from the base of the trunk; this can help the tree to draw up water. If the cut surface is allowed to dry, it will reduce the water uptake to the tree.&lt;/li&gt;
	&lt;li&gt;Always keep the tree well-watered. Make sure to check the water level in the stand daily.&lt;/li&gt;
	&lt;li&gt;Make sure that the tree is at least three feet away from any heat source (e.g. space heaters, candles, fireplaces, heat vents, or lights).&lt;/li&gt;
	&lt;li&gt;Make sure that the tree does not block an exit.&lt;/li&gt;
	&lt;li&gt;Only use decorative lights that have the label of a recognized testing laboratory. Make sure light bulbs, strings, and connections are not broken or damaged in any way.&lt;/li&gt;
	&lt;li&gt;Always turn off tree lights before leaving home or going to bed.&lt;/li&gt;
	&lt;li&gt;Never use lit candles to decorate the tree.&lt;/li&gt;
	&lt;li&gt;Get rid of the tree after Christmas or when it is dry and keep it away from your home/garage. Of the ten days with the largest shares of Christmas tree fires, none were before Christmas.&lt;/li&gt;

&lt;p&gt;The first American Indian Day was celebrated in May 1916 in New York. The event culminated an effort by Red Fox James, a member of the Blackfeet Nation who rode across the nation on horseback seeking approval from 24 state governments to have a day to honor American Indians. More than seven decades later, then-President George H.W. Bush in 1990 signed a joint congressional resolution designating the month of November “National American Indian Heritage Month.” Similar proclamations have been issued every year since 1994 to recognize what is now called "American Indian and Alaska Native Heritage Month." This &lt;em&gt;Facts for Features&lt;/em&gt; presents statistics for American Indians and Alaska Natives, one of the six major race categories defined by the U.S. Office of Management and Budget.&lt;/p&gt;

&lt;em&gt;The following is a &lt;a href="https://www.bea.gov/news/blog/2020-11-10/outdoor-recreation-satellite-account-us-and-states-2019" rel="noreferrer"&gt;cross-post&lt;/a&gt; from the Bureau of Economic Analysis (BEA)&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;The Bureau of Economic Analysis released statistics measuring the outdoor recreation economy for the nation, all 50 states, and the District of Columbia. The new U.S. data show that the outdoor recreation economy accounted for 2.1 percent ($459.8 billion) of current-dollar gross domestic product (GDP) for the nation in 2019 (national table 11). At the state level, outdoor recreation value added as a share of state GDP ranged from 5.8 percent in Hawaii to 1.3 percent in Connecticut. The share was 1.1 percent in the District of Columbia.&lt;/p&gt;

&lt;p&gt;Inflation-adjusted (real) GDP for the outdoor recreation economy grew by 1.3 percent in 2019, compared with 2.2 percent growth of the overall U.S. economy. Real gross output for the outdoor recreation economy increased by 1.4 percent, while outdoor recreation compensation increased 3.9 percent and employment increased 0.4 percent.&lt;/p&gt;

&lt;h3&gt;Outdoor Recreation by Activity&lt;/h3&gt;

&lt;p&gt;Outdoor recreation activities fall into three general categories: conventional activities (including activities such as bicycling, boating, hiking, and hunting); other core activities (such as gardening and outdoor concerts); and supporting activities (such as construction, travel and tourism, local trips, and government expenditures).&lt;/p&gt;

&lt;p&gt;In 2019, conventional outdoor recreation accounted for 30.0 percent of U.S. outdoor recreation value added, other outdoor recreation accounted for 19.0 percent, and supporting activities accounted for the remaining 51.0 percent.&lt;/p&gt;

&lt;p&gt;Other value added by activity highlights for 2019 include:&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;strong&gt;Boating/fishing&lt;/strong&gt; was the largest conventional activity for the nation as a whole at $23.6 billion in current-dollar value added. This was the largest conventional activity in 30 states and the District of Columbia and the second largest activity in 11 states. Florida ($3.3 billion), California ($2.0 billion), and Texas ($1.7 billion) were the largest contributors to U.S. value added.&lt;/li&gt;
	&lt;li&gt;&lt;strong&gt;RVing&lt;/strong&gt; was the second largest conventional activity nationally at $18.6 billion in current-dollar value added. This was the largest conventional activity in 10 states and the second largest in 22 states and the District of Columbia. The largest contributors were Indiana ($3.4 billion) and Ohio ($646.3 million).&lt;/li&gt;
	&lt;li&gt;&lt;strong&gt;Snow activities&lt;/strong&gt; was the largest conventional activity in Colorado ($1.7 billion), Utah ($666.3 million), Vermont ($286.9 million), and Wyoming ($147.5 million) in current-dollar value added. At the national level, snow activities was the sixth largest conventional activity at $6.3 billion.&lt;/li&gt;
	&lt;li&gt;
	&lt;h3&gt;Outdoor Recreation by Industry&lt;/h3&gt;

	&lt;p&gt;The outdoor recreation by industry data show the contribution of different industries to the outdoor recreation economy, including their impact on value added, gross output, employment, and compensation.&lt;/p&gt;

	&lt;p&gt;For the nation, the &lt;strong&gt;arts, entertainment, recreation, accommodation, and food services&lt;/strong&gt; sector was the largest contributor to U.S. outdoor recreation value added in 2019, accounting for $128.5 billion (national table 10).&lt;/p&gt;

	&lt;p&gt;At the state level, this same sector was the largest contributor to outdoor recreation value added in 31 states and the District of Columbia. The leading contributors were Florida ($19.9 billion), California ($16.6 billion), and New York ($9.1 billion) (state table 3).&lt;/p&gt;

	&lt;p&gt;Other value added by industry highlights for 2019 include:&lt;/p&gt;
	&lt;/li&gt;
	&lt;li&gt;&lt;strong&gt;Retail trade&lt;/strong&gt; made the second largest sector contribution to outdoor recreation nationally, accounting for $98.6 billion in current-dollar value added. At the state level, retail trade was the largest contributor to outdoor recreation in 13 states and the second largest contributor in 32 states.&lt;/li&gt;
	&lt;li&gt;&lt;strong&gt;Manufacturing&lt;/strong&gt;, the third largest sector, contributed $55.0 billion nationally to the outdoor recreation economy. At the state level, this sector was the largest contributor to the outdoor recreation economy in Texas and Indiana.&lt;/li&gt;

&lt;p&gt;The National Weather Service (NWS) is proud to employ 1,034 U.S. military veterans -- about a quarter of our total workforce. Veterans bring a wealth of experience and extensive training in many areas to the civilian federal workforce, and we are fortunate to have them in our ranks. As Chief Operating Officer, I am responsible for the day-to-day operations of NWS.&lt;/p&gt;

&lt;p&gt;I retired with the rank of Colonel from the U.S. Air Force in 2011 after a rewarding, 30-year career supporting important and sensitive military operations. For example, as a Captain, I was Officer-In-Charge of the Theater Forecast Unit (TFU) during Desert Shield/Desert Storm. My unit ensured all U.S. Central Command units received consistent, accurate and timely weather information to support critical decision making. We learned from events of the past that weather plays a vital role in the success of military operations, making weather forecasts one of the most fundamental decision support ingredients needed to accomplish precision and protect the lives of our troops. What we call Impact-based Decision Support Services at NWS, the military calls mission or warfighter tailoring. We understood the unique needs of the units we supported and provided relevant environmental services to the decision maker so each mission could be optimized.&lt;/p&gt;

&lt;p&gt;My military experience began with centralized support to units in Korea and Europe. I then did several deployments supporting new weapons, training units in Panama just prior to Operation Just Cause, the TFU mentioned above, support to Peacekeeping operations in the Balkans, and support to both Operations Enduring Freedom and Iraqi Freedom. My military meteorologist career culminated as the Air Force Weather Agency commander, where we supported intelligence and military operations worldwide similar to what National Centers for Environmental Prediction and all its centers do for NOAA.&lt;/p&gt;

&lt;p&gt;Transitioning from active duty military to the civilian workforce is something I didn't know I wanted to do, but it’s been a marriage made in heaven. It became clear shortly after settling in at NWS that this is what I trained my whole life for. Every day on the job as Chief Operating Officer, I use knowledge and skills that I learned during my time in the Department of Defense.  Supporting military operations with credible weather forecasts and mission support is parallel to NWS forecasters on the civilian side supporting decision makers across the United States every day, in every community, to protect lives and property here at home.&lt;/p&gt;

&lt;p&gt;I come from a family where service to the community is a hallmark and set the tone for my life. I was active in scouting and achieved the rank of Eagle Scout. My Scouting leaders encouraged leadership growth, and I believe scouting is where I developed many of the traits I carry to this day. They also instilled in me a motto I hold dear: "leave a place better than you found it." Meteorology was a calling; something I knew I wanted to do since grammar school. Science teachers in grammar and high school encouraged and challenged me. A military recruiter offered a full college scholarship to fill a critical USAF need for meteorologists. My goal at the time was to cover my bills in exchange for a couple of years of military service, but God had other plans for my life! I graduated from Lyndon State College with Bachelor of Science degrees in mathematics and meteorology and an Associate of Science degree in Physics and was commissioned into the USAF in 1982&lt;strong&gt;.&lt;/strong&gt; My education continued throughout my military service. I earned a Master of Science degree in Meteorology from Penn State in 1992 and a Master of Strategic Studies in 2002 from Army War College.&lt;/p&gt;

&lt;p&gt;Many people molded and shaped me as exceptional mentors and role models throughout my Air Force career, including Brigadier General Al Kaehn. He was both respected and revered by the men and women who served for him due to his understanding of the science and for his amiable personality. I learned from him that you could be a good leader and a nice person; you did not have to sacrifice one for the other as many believed. I aspired to be like him. I worked with many great leaders as I achieved rank, and the level of interaction grew until I witnessed some of the best leaders I've ever come across both in combat and in peacetime.&lt;/p&gt;

&lt;p&gt;I believe almost anything can be accomplished with great relationships and willing collaboration, but these need to be built and nurtured through intentional effort. One of my main goals as NWS COO has been to implement changes to better enable and encourage teamwork at all levels of our agency. We have lowered barriers that previously encumbered our offices from sharing information, skill, and resources. I know that the sum of our parts is more powerful than the individual pieces and by collaborating more, we can work smarter instead of harder. As NWS evolves its products and services to meet the Nation’s growing demands for weather, water, and climate information, we are ensuring that FEMA and emergency managers receive one, consistent forecast as opposed to a variety of inconsistent forecasts coming out of our different offices and centers. Today, our strong relationships and great collaboration both inside and outside NWS with core partners is making the United States more ready, responsive and resilient to extreme weather.&lt;/p&gt;

&lt;p&gt;Selfless Service is a core tenant of the Armed Forces. Military members sign a blank check to Uncle Sam and hope it isn't cashed. While serving, one always puts mission above concerns for self. It is a trait I also find in many NWS employees and what instantly connected me to them. Speaking of our employees, there is nothing more important than them; they get the job done. We need to thank them everyday for their sacrifices; working midnight shifts and through unimaginable destruction in their own communities to keep the public informed and safe. NWS consistently ranks highest in dedication to mission among government agencies, and I am proud to continue my national service as their Chief Operating Officer.&lt;/p&gt;

&lt;p&gt;I am an Attorney-Advisor in the U.S. Economic Development Administration’s (EDA) Office of Chief Counsel, where I support the &lt;a href="https://eda.gov/disaster-recovery/" rel="noreferrer"&gt;Disaster Recovery Program&lt;/a&gt;, including &lt;a href="https://www.eda.gov/coronavirus/" rel="noreferrer"&gt;EDA’s  Coronavirus Aid, Relief, and Economic Security (CARES) Act Recovery Assistance.&lt;/a&gt; My work includes pre-award review of grants for legal sufficiency and resolving legal issues in post-award implementation and monitoring. Though I have worked with offices throughout EDA, I primarily support EDA’s Austin and Philadelphia Regional Offices.&lt;/p&gt;

&lt;p&gt;I was drawn to this position because I wanted to pursue a career in public service, and I found EDA’s mission of assisting the country’s most economically distressed communities to be both compelling and rewarding. I also enjoy the role because it allows me to use a wide range of legal skills and EDA’s extensive projects portfolio keeps the work interesting.&lt;/p&gt;

&lt;p&gt;In addition to my job at EDA, I currently serve as Lieutenant Commander in the U.S. Coast Guard Reserve and am an Operations Officer assigned to U.S. Northern Command in Colorado Springs, Colorado. In that role, I support the Combatant Command’s homeland defense and defense support of civil authorities’ responsibilities domestically and in coordination with partner nations. &lt;/p&gt;

&lt;p&gt;I was born in Chicago, Illinois, and grew up in California and Florida. My previous duty stations include service as the Waterside Security Division Officer for Port Security Unit 307 in Clearwater, Florida; Human Capital Management Project Chief at Coast Guard Headquarters in Washington, D.C.; and as Prevention Department Branch Chief Onboard Marine Safety Unit Savannah in Savannah, Georgia. I earned JD, MBA, and BA degrees from Mercer University in Macon, Georgia.&lt;/p&gt;

&lt;p&gt;For me, the ability to serve the Republic as both a uniformed and civilian member is the embodiment of ‘service before self.’&lt;/p&gt;

&lt;p&gt;In these dual roles, I respond both to the immediate threat or natural disaster to our country and follow up by supporting the important work of the EDA in achieving long-term economic recovery and resiliency. This allows me the unique privilege of working on both sides of an incident with diverse groups of women and men who seek to make our nation strong and prosperous.&lt;/p&gt;

&lt;p&gt;The work I have done in these roles is the ultimate reward which has allowed me to help support operations that save and protect lives and then, when out of uniform, return communities to economic prosperity through critical investments.&lt;/p&gt;

&lt;p&gt;Service in the Federal government is a unique privilege and, for those who seek a similar path, I recommend that they keep all doors open and understand that all opportunities of service are equally important. Each is critical to this Nation’s success and each is a unique path that is both challenging and exciting.&lt;/p&gt;

&lt;p&gt;President Reagan once said, "Some people live their entire lives wondering if they made a difference in the world…but Marines don't have that problem." This sentiment also applies to the dedicated career public servants I have had the honor to work with in government. As a member of the Senior Executive Service at the National Weather Service (NWS) I am what most people might think of as a general manager. Among wide-ranging strategic and tactical responsibilities, my office plans for the evolution of NWS products and services to ensure we continue improving on the high-quality weather forecasts, watches and warnings delivered to the Nation to save lives and property.&lt;/p&gt;

&lt;p&gt;From an early age I felt a strong obligation to serve my country, having had the privilege of growing up in a great and safe community like Arnold, Maryland, during the Cold War. My parents and grandparents inspired my life and career choices. My mother was an emergency room nurse who combined an iron constitution with humor and compassion. My dad overcame poverty to graduate from college and become a great engineer. His strong code of ethics included hard work, respect, and plain dealing, which became central to my own character. My parents were married for more than 40 years, until my mom passed away in 2012. Their example of perseverance and loyalty to each other and their family had a profound influence on me. My paternal grandfather provided an example of loyalty and bravery with his service as an infantry officer during WWII. He suffered multiple combat wounds, including the loss of an eye. My maternal grandfather, the son of an Italian immigrant, overcame disadvantage to graduate from college and build long and successful careers in radio and business. He was married to my grandmother for more than seventy years. His example of fidelity, his wealth of experience and guidance were invaluable to me. &lt;/p&gt;

&lt;p&gt;Colonel Myron Harrington was a mentor who also had a great influence on who I am today. A highly decorated Vietnam combat veteran, Colonel Harrington displayed unbelievable bravery during the Battle of Hue City in 1968. As my Commanding Officer in the Marine Corps, he maintained the highest of standards and made sure I understood the sacrifice that would be required of me as an officer. I served five years in the U.S. Marine Corps from 1985-1990, having trained as an infantryman with aspirations to become a commissioned officer. When a medical condition precluded my commissioning and continued service in the Marine Corps, I was devastated. I was young, otherwise healthy, good at what I did and I had found my calling - only to be told I could not continue to serve. This was perhaps the first true crisis of my life. Colonel Harrington provided me with important support and compassion, and he helped me understand that there were other ways I could serve and achieve professional success. His example of commitment to duty, high standards, humility, and compassion is one that I continue to aspire to meet each day.&lt;/p&gt;

&lt;p&gt;In addition to military service, being a career civil servant is an honor in my view. Career civil servants choose to live in service to community and country, often for less pay and in some cases helping those in need and in harm’s way. This is especially true for the women and men of NWS, who work hard every day to deliver life-saving information to emergency managers and the public around the clock, every day of the year.&lt;/p&gt;

&lt;p&gt;The variety of opportunity in the civil service is unique, and I would advise today's youth to pursue Federal service - even if only for part of their career. The experiences gained from service to our Nation are likely to be both memorable and transformative. Outside of being married to my wife Karen for more than 33 years and raising two wonderful daughters, my career in public service has been my most treasured experience and greatest honor. Sustained commitment to service and being a part of something good is truly rewarding. I believe this principle becomes more important over time as life teaches us the central goodness and importance of helping others.&lt;/p&gt;

&lt;p&gt;I never feel worthy of the thanks some bestow upon me for my military service. First and of most importance, I have made so little sacrifice compared to so many brothers and sisters who have given more. And truth be told, my service was as much a selfish endeavor as it was altruistic. &lt;/p&gt;

&lt;p&gt;Few people in the world know from a young age exactly what they want to do with their lives. Even fewer get the opportunity to live their dream. As early as I can remember, all I wanted to do was fly jets in the U.S. military. My boyhood passions along with the loving support of the greatest family on earth allowed me to channel my energy and focus my actions on exactly that.&lt;/p&gt;

&lt;p&gt;There were many hurdles along the way, turbulence that changed my desired path from its planned course, but by the grace of God I made it. And it was as spectacular as I had always imagined. Nothing about flying bombers for our U.S. Air Force seemed like work. It was demanding, and required dedication and effort, but it certainly never felt like a “job.” Long days and nights, being away from family, the many sacrifices of my wife and son, the risk that accompanied every mission all contributed to what some might view as an unbalanced cost to benefit. But every time I strapped on the jet; felt the intensity of everyone on my base working together as a single team to get us airborne; worked together with my crew in a complex, orchestrated way that brought answers to questions before they were even asked; and enjoyed the overwhelming satisfaction of precisely employing the most technologically advanced weapon system in the world in defense of the greatest nation in the world underscored a realization of how truly blessed I was. &lt;/p&gt;

&lt;p&gt;But the warrior life is that of a young man. And as I matured, the thought of leaving this dream life left me wondering, “What could possibly be as satisfying?” I never thought I would find the answer as I did.&lt;/p&gt;

&lt;p&gt;Although the excitement of flying jets was addicting, that wasn’t really what made my service so satisfying.  As I approached retirement and reflected on my years of service, I realized that it was the team’s dedication to a higher cause that attracted me to that profession. The coming together of great people all focused on a singular mission to defend America and make it safe, sometimes in seemingly overwhelming conditions, was really what made it special. America’s might on the battlefield is unequaled. The feeling of pride that existed knowing that no other nation in the world could even come close to challenging our prowess in the sky was intoxicating. I was part of a team that was truly the best in the world at what we did.&lt;/p&gt;

&lt;p&gt;I find similar satisfaction in what we do today at the National Institute of Standards and Technology (NIST). America’s military might, as powerful as it may be, pales in comparison to her economic might. And similar to what is happening in the military realm of our world, what was once an economic advantage unchallenged in the world is now faced with peer competitors capable of surpassing us. The work we do at NIST every day rises to that level of importance. Instead of machines of war, we employ the greatest minds in the world pushing the boundaries of scientific understanding, all aimed at supporting the economic competitiveness of our country.&lt;/p&gt;

&lt;p&gt;As the executive officer in NIST’s Communications Technology Laboratory (CTL), my mission is to ensure that those great minds have what they need to maximize their impact on U.S. competitiveness. The scientific advances we make directly contribute to the economic security and prosperity of this great nation. The satisfaction involved when the administrative team of our laboratory comes together and seamlessly supports the scientific endeavors of those we serve reminds me daily of how blessed I am to have a second career serving our nation. The sacrifices are fewer, and the everyday environment is orders of magnitude less intense, but the feeling of pride and satisfaction is no less powerful when the team comes together in support of the mission and does it well.&lt;/p&gt;

&lt;p&gt;So during a time of the year when some thank me for my military service, I want to return the thanks. The work we do at NIST is extraordinary. Thank you for letting me once again serve on a uniquely qualified team, one that is the best in the world at its mission, one dedicated to making America strong.&lt;/p&gt;

&lt;p&gt;As director of communications for “America’s innovation agency,” I lead a highly talented team of communication professionals charged, among other things, with promoting the vital role that patents and trademarks play in fostering innovation, competitiveness, and economic growth. I enjoy my job because I enjoy communication in all its forms. I believe that words and images matter. I believe in their power not only to educate and inform, but to &lt;em&gt;inspire&lt;/em&gt;. I believe this is especially important in government service. Without clear, compelling, and effective communications, we do our stakeholders and taxpayers--and more importantly our fellow citizens--a great disservice.&lt;/p&gt;

&lt;p&gt;I was born in Houston, Texas and grew up in Green Bay, Wisconsin. There was an unspoken tradition of public service in my family. My father, who created and chaired the Department of Public Administration at the University of Wisconsin-Green Bay, was a public servant most of his adult life, including 18 years in the Army Reserve. My older brother was an Army officer in Vietnam. One of my grandfathers was a Canadian infantryman in the First World War and a U.S. Navy Seabee in the second. And, my grandmother, aunt and sister were all public-school teachers.&lt;/p&gt;

&lt;p&gt;I enlisted in the Army Reserve when I was 17 and graduated from the ammunition specialist course at Redstone Arsenal, Alabama on the same day that Iraq invaded Kuwait. Exactly 30 years ago this month, during my first semester of college, I was mobilized for Operation Desert Shield and deployed to Saudi Arabia, where my reserve unit--the 395th Ordnance Company of Appleton, Wisconsin--managed the largest ammunition supply point in military history. I served there for all of Operation Desert Storm and returned to Wisconsin only a week before the next fall semester began. In May 1994, I graduated Phi Beta Kappa from Ripon College with a Bachelor of Arts in history and a commission as a second lieutenant in the Army National Guard, through ROTC.&lt;/p&gt;

&lt;p&gt;I had always dreamed of being a writer, history professor, or both, but my life took a somewhat different turn. After moving back to Texas in 1995, I joined the 100th Mobile Public Affairs Detachment of the Texas National Guard and went to the Public Affairs Officer Course at Fort Meade, Maryland. Public affairs was a great fit for me because I loved journalism, photography, and videography. As a public affairs officer (PAO), I served in El Salvador after Hurricane Mitch and Galveston after Hurricane Ike. I traveled overseas for exercises in South Korea and Poland. From 2002 to 2004, I took a break from public affairs to command a National Guard personnel services detachment, including a deployment to Kuwait in 2003 for Operation Iraqi Freedom. I also completed a Master of Arts in political science from Texas State University-San Marcos.&lt;/p&gt;

&lt;p&gt;On the fifth anniversary of 9/11, I started my first federal government job as a public affairs specialist at U.S. Army South in San Antonio. It was there that I truly honed the skills of my trade, including speechwriting. I also saw more of Central and South America as part of my work, including Belize, Guatemala, Honduras, Nicaragua, Panama, and Colombia. At the same time, in my weekends with the National Guard, I served as deputy PAO and then PAO for the 36th Infantry Division headquarters in Austin. That culminated in my third and final deployment to the Middle East from 2010-2011 as PAO for U.S.-Division South in Basrah, Iraq, where I led a 21-person multinational public affairs team.&lt;/p&gt;

&lt;p&gt;After that deployment, in late 2011, I was hired as a public affairs specialist at the Commerce Department’s U.S. Patent and Trademark Office (USPTO) in Alexandria, Virginia. During my first few years at the agency, I wrote speeches for the director and deputy director, crafted communication strategies, and performed other duties in the Office of the Chief Communications Officer (OCCO). I also was a founding member of the USPTO Military Association, an affinity group that provides fellowship, mentorship, and advocacy for our agency’s veterans. One of the first things we did was organize annual Memorial Day and Veterans Day ceremonies that have since become a deeply ingrained part of USPTO culture.&lt;/p&gt;

&lt;p&gt;In 2017, I was promoted to communications and marketing supervisor, and just a few months ago I was promoted again to lead the newly formed communications division within OCCO. During my years at the USPTO I also completed, thanks to the Post-9/11 G.I. Bill, an advanced professional certificate in public relations and corporate communications from Georgetown University and a Master of Fine Arts in creative writing from George Mason University. &lt;p&gt;I would gladly encourage any young person interested in public service to consider a career in the federal government. I would also encourage them to start with military service, if able. There are many non-combat specialties in the Armed Forces, in addition to public affairs, that can be excellent preparation for a career in the federal government.&lt;/p&gt;

&lt;p&gt;I view my job at the USPTO in much the same way I did my military service, as an opportunity to serve the American people in the best way that I can. This has been especially meaningful to me since I retired from the National Guard in 2014, after 25 years of service, as a lieutenant colonel.&lt;/p&gt;

&lt;p&gt;Veterans Day to me is not just an opportunity to reflect on that service and the men and women I was privileged to serve with, but on the selfless spirit, perseverance, and resilience that veterans throughout our nation’s history have demonstrated in the face of adversity, time and again. One of my earliest memories is of my grandfather telling me about the Red Baron--Germany’s fighter pilot ace of the First World War--who repeatedly flew above the trenches where my grandfather fought in early 1917. When he returned from the war in 1919, scarred by bullets, shrapnel, and poison gas, the world was being ravaged by a pandemic that ultimately claimed more than 50 million lives. As so many of his generation did, my grandfather persevered through it all and even volunteered to serve in the next world war--an example of selflessness that inspires still to this day.&lt;/p&gt;

&lt;p&gt;His final act in life was to die peacefully, at the age of 86, on November 11: Veterans Day.&lt;/p&gt;

&lt;em&gt;Guest blog post by Sameh Attia, Senior International Program Specialist, Office of General Counsel, Commercial Law Development Program (CLDP)&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;My name is Sameh Attia. I am a Senior International Program Specialist with the Commercial Law Development Program (CLDP) within the Office of General Counsel. I joined CLDP in 2012 after receiving an honorable military discharge in 2011. I am very honored and proud to represent veterans for the U.S. Department of Commerce and give a glimpse of my military life as we celebrate Veterans Day on November 11&lt;sup&gt;th&lt;/sup&gt;.&lt;/p&gt;

&lt;p&gt;I am originally from Egypt, and Arabic is my native language. I was raised in a neighborhood called Nazlet El-Semman in Giza, Cairo, which is adjacent to the pyramids of Giza. I grew up in a typical middle-class Egyptian family. My parents taught me the value of patience and kindness. They always encouraged me to work hard and make something of myself. Fun fact is that the distinctive feature of my neighborhood where I grow up was the abundance of horses’ stables, which were mainly providing horse and camel riding services to the tourists on the Pyramids’ Plateau. I’ve always liked horses, and I spent every chance I could get to be around them. They always calm me and set my life at ease.&lt;/p&gt;

&lt;p&gt;In 2000, upon graduation from college, I immigrated to the United States. I began a new life journey by joining the U.S. Army in 2006. I decided to enlist because I felt obligated to help my country during the time of war, especially having Arabic language skills that were needed in Iraq at that time. I was the soldier of the cycle during the U.S. Army basic combat training, and I was assigned by drill sergeants to teach new soldiers about the Middle Eastern culture and Arabic language. Since then, I have served with the 111th Military Intelligence Brigade, Fort Huachuca, Arizona and the 51st Translator Interpreter Company, Fort Irwin, California. I was deployed twice to Iraq, where I was one of the primary interpreters/translators for the 25&lt;sup&gt;th&lt;/sup&gt; Infantry Division, 5th Special Forces Group and 10th Special Forces in support of Operation Iraqi Freedom and New Dawn. Working in the most dangerous areas in Baghdad and Diyala as a U.S. soldier gave me a great appreciation for teamwork and working under pressure, both certainly serve me well now in my civilian life.&lt;/p&gt;

&lt;p&gt;Service to my country didn’t stop when my military service ended because I joined CLDP as a civil servant. I am a member of the Middle East team where I work together with attorney advisors on economic development programs in Egypt. Being Egyptian and understanding the culture enabled me and my team to develop the best possible working relationships with our Egyptian colleagues. Seeing the successes of CLDP work in Egypt and witnessing the positive impact on the country where I grew up is one of my greatest achievements that brings me authentic pride. &lt;/p&gt;

&lt;p&gt;Military life helped shape me into the person I am today. It also gave me an understanding of why veterans are extremely special people due to the sacrifices they made on our behalf. That is why every year in November, the nation comes together to remember and honor the service and sacrifices of our veterans. Veterans Day is a time of reflection on my years of service as a combat linguist and one day to truly honor those who have served.&lt;/p&gt;

&lt;p&gt;My advice for today’s youth interested in working for the Federal Government is to learn about other cultures, acknowledge different traditions and beliefs, and embrace diversity. The Federal Government consists of numerous cultural, racial and ethnic groups. In the new era of globalization, diversity is becoming increasingly present in every aspect of life. Celebrating diversity, rather than judging people who are different, is rewarding both personally and professionally. In my role at CLDP, I have seen that respecting everyone helps to improve the legal environment for business across the globe; and each day I get a chance to learn new things from people with different backgrounds and unique experiences.&lt;/p&gt;

            &lt;div class="clearfix text-formatted field field--name-body field--type-text-with-summary field--label-hidden field__item"&gt;&lt;p&gt;U.S. Commerce Secretary Wilbur Ross hosted a roundtable yesterday with local businesses in Palm Beach, Florida and addressed the third Quarter GDP numbers, the single largest quarter of economic growth on record. During his &lt;a href="//www.commerce.gov/news/speeches/2020/10/remarks-commerce-secretary-wilbur-l-ross-palm-beach-chamber-commerce" rel="noreferrer"&gt;remarks&lt;/a&gt; at the Palm Beach Chamber of Commerce, Secretary Ross stressed that a resurgence in consumer spending supported the historic third quarter GDP growth and reflects both the reopening of America’s businesses and the confidence of consumers to spend on goods and services once again.&lt;/p&gt;

&lt;p&gt;“Real GDP rose by a record 33.1 percent in the third quarter. Residential real estate is soaring. Housing starts and new permits are up. And, the demand for durable goods continues to grow month over month. These are important indicators of a steady pattern of economic recovery,” said Secretary Ross.&lt;/p&gt;

&lt;p&gt;Following his remarks, local business leaders from across various industries—including retail, real estate, food and beverage, construction, and tourism—provided feedback on ways the Administration can continue to stimulate the local economy and advocate for local businesses. Business leaders expressed optimism on the reopening of local businesses and an economic rebound in the area.&lt;/p&gt;

&lt;p&gt;On Wednesday, Secretary Ross participated virtually in a business roundtable with NeoGenomics, a world-class oncology-focused company that has successfully continued to work and provide critical testing as we recover from the Coronavirus pandemic. In addition to cancer genetics testing, NeoGenomics is working to advance COVID-19 testing through a consortium of top genomic testing companies lead by Bristol Myers Squibb.&lt;/p&gt;

During his &lt;a href="//www.commerce.gov/news/speeches/2020/10/remarks-commerce-secretary-wilbur-l-ross-roundtable-greater-fort-myers" rel="noreferrer"&gt;remarks&lt;/a&gt;, Secretary Ross praised the resiliency and adaptations American companies like NeoGenomics have championed during the Coronavirus pandemic. The Secretary also addressed recent positive economic indicators including strong retails sales and increased consumer saving and spending that are fueling the U.S. economy by empowering Americans to spend more.&lt;/p&gt;

&lt;p&gt;“Americans are spending more in our economy now than they did when President Trump first arrived in office. This is reassuring news for businesses and workers in Florida and across America,” said Secretary Ross.&lt;/p&gt;

&lt;p&gt;Following his remarks, Secretary Ross heard from the local business community on ways to further work together to revitalize industries and communities, generate more jobs, and create a resilient economy in the Greater Fort Myers area. Local business leaders stated they continue to make progress towards economic recovery as a result of the critical assistance provided by the Payroll Protection Program and the CARES Act.&lt;br /&gt;

&lt;p&gt;Every day, first responders across the country put their lives on the line to keep Americans safe. An estimated 4.6 million people serve as career and volunteer firefighters, police, emergency medical technicians, and paramedics in the United States. Their daily jobs come with extraordinary challenges that they face with bravery and dedication.&lt;/p&gt;

&lt;p&gt;America’s first responders are at the heart of the FirstNet Authority’s mission. &lt;a href="http://www.firstnet.gov" rel="noreferrer"&gt;The FirstNet Authority&lt;/a&gt; is an independent authority within the United States Department of Commerce’s National Telecommunications and Information Administration that oversees a communications network called FirstNet dedicated to the public safety community.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Built &lt;em&gt;for&lt;/em&gt; public safety &lt;em&gt;by&lt;/em&gt; public safety&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The FirstNet Authority works hand-in-hand with public safety in every discipline. They partner with first responders in each of the 50 U.S. states, five territories, and the District of Columbia to make sure public safety’s voice is represented in the buildout and evolution of the FirstNet network.&lt;/p&gt;

&lt;p&gt;Many &lt;a href="https://firstnet.gov/public-safety/your-advisor" rel="noreferrer"&gt;FirstNet Authority staff&lt;/a&gt; are either current or former public safety officials. Collectively, they have deep experience in all public safety disciplines.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;That others may live&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;a href="https://firstnet.gov/newsroom/blog/k9s-tackle-jobs-are-impossible-humans-and-technology-broadband-helps-keep-them-safe" rel="noreferrer"&gt;&lt;strong&gt;Jen Harder&lt;/strong&gt;&lt;/a&gt; is the FirstNet Authority’s Director of Roadmap Domains. She leads a team of people focused on pursuing innovations and enhancements for the FirstNet network in all six identified FirstNet Authority Roadmap domains.&lt;/p&gt;

&lt;p&gt;Before joining the FirstNet Authority, Jen was a police telecommunicator for the Broomfield Police Department in Colorado. Later she served for twelve years as a volunteer in the search and rescue canine unit of the San Diego County Sheriff’s Department. One of her proudest moments was working with her first search dog, Foley, to locate a twelve-year-old boy and reunite him with his mother. &lt;/p&gt;

&lt;p&gt;Jen said, “Search and rescue teams live by the credo ‘that others may live,’ a sentiment shared and embodied by first responders across the country.”&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Thirty-year law enforcement veteran&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;a href="https://firstnet.gov/public-safety/your-advisor/harry-markley" rel="noreferrer"&gt;&lt;strong&gt;Harry Markley&lt;/strong&gt;&lt;/a&gt; is the FirstNet Authority’s senior public safety advisor for &lt;a href="https://firstnet.gov/public-safety/firstnet-for/law-enforcement" rel="noreferrer"&gt;law enforcement&lt;/a&gt; for all 56 states and territories. Harry and a team of FirstNet Authority staff with experience in law enforcement work on communication issues important to policing. &lt;/p&gt;

&lt;p&gt;Harry has more than 31 years of public service with the Phoenix Police Department. During his career, he worked in patrol, training, and narcotics, as a laboratory administrator, and commander of two precincts, the police academy, and the SWAT team.&lt;/p&gt;

&lt;p&gt;Harry said, “Through it all, I’m most proud of the time I spent as a young beat cop. I was able to make a difference as boots on the ground in the community where I grew up and still live. Now I get to continue my public service at the FirstNet Authority.”&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Fighting fires in his spare time&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;a href="https://firstnet.gov/newsroom/blog/views-volunteer-firefighter" rel="noreferrer"&gt;&lt;strong&gt;Zachary Smith&lt;/strong&gt;&lt;/a&gt; is a public safety program manager at the FirstNet Authority where he serves as a subject matter expert on the &lt;a href="https://firstnet.gov/newsroom/blog/firstnet-deployables-are-unique-offering-emergency-managers" rel="noreferrer"&gt;FirstNet deployables&lt;/a&gt; program.&lt;/p&gt;

&lt;p&gt;Zach is also a volunteer firefighter and emergency medical technician with the Vienna Volunteer Fire Department in Virginia. He works with other volunteers from diverse professions including teachers, accountants, program managers, computer developers, and even a helicopter pilot. Despite these differences, they share a common objective: helping those in need.&lt;/p&gt;

&lt;p&gt;Zach said, “When the call comes in, our busy lives are paused and we turn our attention to helping strangers in need. Volunteering has made my life better, and I hope it has made others’ lives better as well.”&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;A family tradition of volunteerism&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;a href="https://firstnet.gov/public-safety/your-advisor/michael-varney" rel="noreferrer"&gt;&lt;strong&gt;Michael Varney&lt;/strong&gt;&lt;/a&gt; is a senior manager of stakeholder collaboration at the FirstNet Authority. He leads a team that collaborates and engages with the public safety community throughout the country. &lt;/p&gt;

&lt;p&gt;Mike has volunteered in his community in Ellington, Connecticut since high school. In 35 years, he has served many roles ranging from emergency medical technician to firefighter to chief of the fire department.&lt;/p&gt;

&lt;p&gt;Mike said, “My parents instilled a strong sense of community in me by volunteering in the community and local fire department, a family tradition which has also been continued by my children. When you can make a difference in someone’s life, especially on one of their worst days—that’s why I volunteer.”&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Canine search and rescue volunteer       &lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;a href="https://twitter.com/FirstNetGov/status/1115616064220561409" rel="noreferrer"&gt;&lt;strong&gt;Travis Hull&lt;/strong&gt;&lt;/a&gt; is the lead for user experience at the FirstNet Authority, focusing on how FirstNet users interact with the network including through devices and applications.&lt;/p&gt;

&lt;p&gt;Travis and his Australian shepherd, Cody, volunteer as first responders with a canine search and rescue team. Over the years they have deployed on searches that brought missing children, elderly people, and lost hikers home to their loved ones. Travis, once a scuba instructor, also volunteers with an underwater search and rescue team.&lt;/p&gt;

&lt;p&gt;Travis said, "The teams I work with help people when they need it most. Search and rescue teams are ready to go at any hour of the day and in any condition because it may make a major impact on someone's life." &lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Innovative ways to better serve the public&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;a href="https://firstnet.gov/public-safety/your-advisor/kristi-wilde" rel="noreferrer"&gt;&lt;strong&gt;Kristi Wilde&lt;/strong&gt;&lt;/a&gt; is a senior public safety advisor who works with public safety officials in Alaska, Idaho, Oregon, and Washington. She also serves on the FirstNet Authority’s emergency communications center working group in support of 9-1-1 issues.&lt;/p&gt;

&lt;p&gt;Before the FirstNet Authority, Kristi worked more than three decades at a 9-1-1 center in Eugene, Oregon where she collaborated on projects related to 9-1-1 communications, emergency planning, and multi-agency coordination. Kristi also served ten years on the state interoperability executive council to advance interoperable communications.&lt;/p&gt;

&lt;p&gt;Kristi said, “Finding innovative ways to better serve the public and improve the safety of first responders—these two things have always been important to me. I get to continue both at the FirstNet Authority.”&lt;/p&gt;

Lauderdale, Florida Friday and toured a local business that has successfully overcome many challenges of doing business in the wake of COVID-19. City Furniture continued to work through the economic downturn caused by the pandemic and became an example of a successful business that contributed to &lt;a href="https://www.census.gov/retail/marts/www/marts_current.pdf" rel="noreferrer"&gt;September’s strong retail sales&lt;/a&gt; in both Florida and across the country.&lt;/p&gt;

&lt;p&gt;City Furniture is family owned and one of the largest home furnishing and accent retailers in Florida. Their products include home furnishings, mattresses and home accents—all American made. Additionally, they operate as an e-commerce retailer. Today, they are working on leveraging their “one-day” shipping infrastructure and network to keep customers while navigating COVID-19. They are adding 500 new jobs and making $150M in capital investments into their multi-state retail stores.&lt;/p&gt;

&lt;p&gt;Secretary Ross toured the show floor and warehouse, and then participated in a business roundtable hosted by the Greater Ft. Lauderdale Alliance. During his &lt;a href="//www.commerce.gov/news/speeches/2020/10/remarks-commerce-secretary-wilbur-l-ross-tour-and-roundtable-greater-fort"&gt;remarks&lt;/a&gt;, Secretary Ross discussed the Administration’s economic priorities and praised last week’s strong retail sales numbers. He noted that, thanks to strong consumer confidence, U.S. retail sales continue to increase both nationally and in Florida. Following his remarks, Secretary Ross heard from local business leaders on the state of business in the Greater Ft. Lauderdale community.  Business leaders expressed optimism as America continues to restore and rebuild the U.S. economy.&lt;/p&gt;

&lt;p&gt;Earlier in the day, Secretary Ross participated in a special naturalization ceremony to swear-in 40 new American citizens, representing 23 countries at the U.S. Citizenship and Immigration Service in Oakland Park, Florida. In congratulating the new Americans, Secretary Ross praised them for working hard to earn their new title and stressed that “As citizens, you will work and innovate in a variety of industries that add value to our American economy and way of life.” Following the Secretary’s &lt;a href="//www.commerce.gov/news/speeches/2020/10/remarks-commerce-secretary-wilbur-l-ross-naturalization-ceremony-oakland-park"&gt;remarks&lt;/a&gt;, participants listened to a video-taped message from President Trump congratulating the them as the newest generation of American citizens. &lt;/p&gt;

&lt;p&gt;On Thursday, Secretary Ross presented the Commerce Department’s E-Star Award to Palladio Beauty Group, a small manufacturer of color cosmetics and skin care products in Hollywood, Florida. The President’s “E” Awards are the highest recognition a U.S. entity can receive for contributions to expanding U.S. exports. During his &lt;a href="//www.commerce.gov/news/speeches/2020/10/remarks-commerce-secretary-wilbur-l-ross-e-star-award-presentation-palladio"&gt;remarks&lt;/a&gt; Secretary Ross stressed that exports are critically important to our national economy and praised Palladio for their superior performance in exporting. &lt;a href="//www.commerce.gov/news/press-releases/2020/10/us-secretary-commerce-wilbur-ross-honors-us-companies-presidential" rel="noreferrer"&gt;Palladio is one of 39 recipients&lt;/a&gt; of a Presidential exporting award this year and the only recipient to receive the “E Star” Award for exports. The “E” Star Award for Export Service recognizes previous “E” awardees that have shown four years of continued assistance and facilitation of exports since first winning the “E” Award.”&lt;/p&gt;

&lt;p&gt;“With American companies like these awardees successfully exporting to some of the most challenging markets around the world, we can continue to rebuild and reclaim free, fair, and reciprocal global trade opportunities,” said Secretary Ross.&lt;/p&gt;
