Overview

The Office of Human Resources Management (OHRM) is responsible for implementing Government-wide and Departmental policies, employee programs, and activities in all aspects of human resources management and administration. As such, the information contained in this section is to provide human resources guidance to the Servicing Human Resources Offices (SHROs), and the Enterprise Services Center, providing these organization with the tools they need to effectively provide guidance to employees of the Department of Commerce on human resources related issues.

This section contains comprehensive human resources (HR) policy guidance pertaining to all HR functional areas such as, but not limited to, the Senior Executive Service (SES); Department Organization Orders (DOOs); OHRM Department Administrative Orders (DAOs); Human Resources (HR) Bulletins; policies and Handbooks such as the DOC Telework Policy; Labor-Management Relations Handbook; Department of Commerce Collective Bargaining Agreements; Drug-Free Workplace Plan; Performance Management System Handbook; Reduction-In-force, Transfer of Function, and Furlough Handbook; Department of Commerce Alternative Personnel System (CAPS); voluntary leave transfer program; benefits; pay; leave, including the Family Medical Leave Act, Voluntary Leave Transfer Program; work schedules; human capital management; Federal Employee Viewpoint Survey (FEVS) results; training; etc. It is the sole source for policy and operational guidance in every functional area within human resources management.
