Emergency Preparedness Program

OSY manages the Departmental Emergency Operations Center (EOC), the overall Occupant Emergency Program for the Department, and the specific Occupant Emergency Plan for the Herbert C. Hoover Building (HCHB). Through tests, training and exercises, OSY effectively plans for, controls and evaluates all interagency-level exercises for the above programs, in accordance with the National Exercise Program.


Continuity Program

Departmental continuity programs consist of the Continuity of Government (COG) and the Continuity of Operations (COOP) programs. These programs are managed in accordance with Presidential Policy Directive (PPD)-40 and the appropriate Federal Continuity Directives. Through tests, training and exercises, OSY effectively plans for, controls and evaluates all interagency level exercises for these programs in accordance with the National Exercise Program. Additionally, OSY oversees the involvement of the Department’s Leadership in interagency senior level exercises (e.g., Eagle Horizon).


The Department Administrative Order (DAO) 210-1: Emergency Readiness for Departmental Continuity provides authority, responsibility and instruction on Department OEP, COOP and COG programs. The DAO also directs personnel to the Manual of Security Policies and Procedures, Chapter 7: Occupant Emergency Plans and Procedures (Commerce personnel only) for detailed guidance related to OEPs.
