Brief History

Prior to May 25, 2008, three human resources (HR) offices existed: International Trade Administration (ITA), Office of the Secretary (OS), and the Economic Development Administration (EDA), servicing approximately 3,000 employees located in the Herbert C. Hoover Building (HCHB) and 500 off site employees within the Bureau of Economic Analysis (BEA) located at 1441 L. Street NE.

As part of the Department’s optimal service delivery initiative, a decision was made to consolidate these three HR offices. In April 2007, a project team representing HR, clients from impacted bureaus, budget, information technology, and administrative services was assembled to complete the planning and implementation phases identified for this major consolidation.

On April 24, 2008, the Department received final approval from the Hill to consolidate the ITA, OS, and EDA HR offices into a single Department of Commerce Human Resources Operation Center (DOCHROC) which transformed to Human Capital Client Services (HCCS) effective October 1, 2018.
