Within the Commerce Alternative Personnel System, career paths replace occupational groups, broad bands replace grades, and Departmental broad-band standards replace OPM classification standards. The classification system is automated, and classification authority is delegated to line managers. These changes are intended to simplify and speed up the classification process, make the process more serviceable and understandable, improve the effectiveness of classification decision-making and accountability, and facilitate pay for performance.
